Bio

Carl Bornstein is a lawyer practicing in New York City who has tried significant jury cases to verdict and conducted complex civil and criminal investigations throughout his career as a federal and state prosecutor, as an inspector general, and in his private practice.

Professor Bornstein teaches investigative techniques as part of the MPA – Inspection & Oversight program. His curriculum includes: the investigative role of the inspector general; the related New York and federal criminal laws defining corruption, fraud, racketeering and financial crimes; oversight and investigation of government procurement; internal controls, and compliance concepts; the acquisition of documents as evidence; labor laws applicable in public construction; immunity; and the strategies used to develop admissible proof.

In his practice, he has also been a member of independent monitoring teams for several nationally known corporations reporting to regulators, prosecutors, or courts about corporate compliance with agreements or orders following government investigations. From July 2007 until December 2014, as the chief operating officer and a co-founder, he led the Fortress Monitoring Group, a joint venture, which served as the Integrity Monitor for the $3+ billion construction of 1 World Trade Center reporting to the Inspector General of the Port Authority of New York & New Jersey.
